Biden heading to Virginia to push gun control

(AP) ? Vice President Joe Biden is taking the White House's campaign for gun control on the road to Virginia.

Biden plans a roundtable discussion Friday in Richmond with experts who worked on gun safety following the 2007 shooting at Virginia Tech.

President Barack Obama wants Congress to require background checks for all gun sales and ban both military-style assault weapons and high-capacity ammunition magazines. The president concedes passage will be difficult, but he also will travel to push the plan. His destinations have yet to be announced.

Virginia has an avidly pro-gun tradition, but lawmakers have been debating a bill to require that private sellers conduct criminal background checks on buyers at gun shows. The current law only requires dealers to conduct the checks.

Those are the three major offerings debuting today, sending us glumly into a bleak weekend. But don't despair! There's plenty else you can do to entertain yourself between now and the next time you work, so let's take a look at some of your options.

Catch up on awards movies. Do you have annoying friends who have been constantly nattering on about Zero Dark this and Amour that since basically the summer ended? You know, those awards show-obsessed people who print out ballots and have viewing parties with themed food ("Life of Pineapple Upside-Down Cake," etc.) and have seemingly seen everything and you have no idea where they find the time? Well, maybe this weekend you can find the time. So you won't feel so left out for the next month, you could go see a big Oscar movie or two. Invest the three hours in the eyeball-itching Zero Dark Thirty, suffer through the grim beauty of Amour. Hell, go see Les Mis?rables! Or find one of those cheaper second-run theaters that's still playing Argo or even Beasts of the Southern Wild. (Which might actually be on demand? Worth looking into. To that end, here is a list of how to see every Oscar-nominated film. If you can't figure it out with that, then you're hopeless.) That way you'll at least have some idea of just what the hell your awful friends are talking about when they scream things at the Screen Actors Guild Awards on Sunday night.

Oh, right, watch the SAGs! Sure they're alllll the way at the end of the weekend, but that just means they[re something to look forward to while you stare at the wall. The SAGs are short and sweet; they only award actors, obviously, so the whole thing is done in two hours. The awards don't really mean much on their own, so most of the speeches are breezy and amusing, but they can also function as a good indicator of what's likely to win at the big Oscar dance next month. (Especially the Best Cast trophy at the end.) Sure Sunday night is a busy television night (if you watch Girls and Shameless, that is), but the SAGs (at 8 p.m. on TNT) could be a fun diversion from the usual, so relegate the other stuff to your DVR. Sorry, Downton.

Celebrate the classics. It's Virginia Woolf's birthday today and Meryl Streep isn't nominated for a SAG or an Oscar this year. Those two things might not have much in common, unless you consider The Hours, the movie adaptation of Michael Cunningham's novel that's all about Virginia Woolf and which stars Meryl Streep. OK, so, Streep doesn't play Woolf, but she does play a modern-day Mrs. Dalloway, so it counts. Again, folks, worst weekend of the year. We're gonna have to be creative here.

Start saying goodbye to 30 Rock. While you're on Netflix, next week is the series finale of Tina Fey's beloved sitcom, so maybe you could hole yourself up in bed or on the couch and watch as many 30 Rock episodes as you can? They're all on there. Pretend you're Liz Lemon as you order some cheese delivered to the house, wrap yourself in an off-brand Slanket, and fill it with your farts. Goodbye, 30 Rock!

Catch up on football. If all this fruity movie stuff isn't to your liking, or it is but you want a change of pace anyway, why not take a second to consider that next Sunday is the big Super Bowl football match and try to prepare yourself for that? Maybe you have another group of jerk friends who are as crazy about football as those other dweebs are about the Oscars. You won't want to be the only chump watching the big game next week who doesn't have a favorite team. So, watch these quick catchup videos, about the San Francisco 49ers and the Baltimore Ravens (those are the two teams playing, dummy), and maybe that will help. They're not very long, so you'll need to do some other reading. Maybe start with this piece about Joe Flacco, and, I dunno, read this piece about the 49ers QB situation? There's a wealth of sports writing out there! Go find it and educate yourself. Obviously you're mostly going to that Super Bowl party for an excuse to drink lots of beer on a Sunday and to eat fried cheeze-ums with nacho dipping sauce, but you might actually enjoy the game more than usual if you know a little about it. You've got just over a week. Get cracking.

Read some more. I know you've already got your homemade football digest to look at, but maybe you could also do some other reading??If you haven't read it yet, The Atlantic's cover story on the inscrutability of America's giant banks is pretty terrifying. And this week's New Yorker has articles about Hugo Chavez and the failure of Caracas and an Ezra Klein piece about filibuster reform. Exciting! Those are behind the paywall, though, so maybe a piece on a man who buys dinosaur bones will have to do. And there's always Longreads. Or, like, a book? Maybe The Insurgents, the new one about David Petraeus and Iraq? The new George Saunders perhaps? That's supposed to be pretty good, even though it's just short stories. Or you could finally read Pride & Prejudice like you were supposed to back in the tenth grade but obviously didn't. It's good! But don't take our word for it.

Or go outside or something. Though, do so at your own peril. It's cold out there.

Labour raises horsemeat cancer fears

A drug that Labour says can potentially cause cancer in humans possibly entered the food chain via horses slaughtered in UK abattoirs, it claims.

Shadow environment secretary Mary Creagh said "several" UK-slaughtered horses had contained phenylbutazone, which she described as a carcinogen.

The Food Standards Agency said its checks had prevented horses containing bute from entering the food chain.

And one expert has disputed the claim, saying the drug does not cause cancer.

The news comes after traces of horse and pig DNA was recently found in some burgers.

Some of these were sold in Tesco, Iceland, Lidl, Aldi and Dunnes stores in the UK and Irish Republic. Tesco took out adverts in British newspapers apologising for selling some of the burgers.

There is no suggestion that these burgers contained phenylbutazone.

'Right to know'

Phenylbutazone is an anti-inflammatory drug which is given to horses for the treatment of lameness, pain and fever.

It is banned from entering the human food chain within the EU - it is thought to cause bone marrow disorders in rare cases - and horses that have been administered the drug should have the information recorded on their passport.

For horsemeat containing bute to get into the food chain, several safety processes have to fail.

First the horse's passport tracking its drug history has to be misleading - an illegal act in itself.

Then the horse has to get past the spot checks - relatively easy because not many are carried out.

Finally, the meat has to end up being processed and sold for human use - almost always on the Continent, very little being eaten here.

The numbers involved in this scenario cannot be large since only around 8,000 horses are slaughtered each year.

But checks since 2007 do show bute turning up in small but consistent quantities. And the stuff is best avoided.

A specialist Defra committee says it has "serious adverse effects". Real harm is very unlikely, but the episode once again raises awkward questions about the international meat trade.

But Labour claims the issuing of horse passports in the UK is fragmented, as there are 75 approved issuing organisations in the UK, with no national database to track the information.

Ms Creagh told agriculture minister David Heath in the Commons: "I am in receipt of evidence showing that several horses slaughtered in UK abattoirs last year tested positive for phenylbutazone, or bute, a drug which causes cancer in humans and is banned from the human food chain.

"It is possible that those animals entered the human food chain."

When Ms Creagh asked if Mr Heath was aware of the phenylbutazone cases to which she referred, the minister replied: "The Food Standards Agency carry out checks in slaughterhouses to ensure that equine animals presented for slaughter are fit for human consumption in the same way as they do for cattle, sheep and other animals.

"In addition, the FSA carry out subsequent testing for phenylbutazone and other veterinary medicines in meat from horses slaughtered in this country.

"Where positive results for phenylbutazone are found, the FSA investigates and takes follow-up action to trace the meat."

Ms Creagh then asked if that meant Mr Heath was aware of the issue.

"I'm astonished that you have not raised this and I think the public have a right to know," she said.

She also said the news was a "very serious development" and demanded action to ensure that "illegal and carcinogenic horsemeat stops entering the human food chain".

And she called on the government to reverse a "reckless" decision to end the National Equine Database.

But Mr Heath replied: "There is no difficulty in tracing the use of a horse passport. To suggest the National Equine Database was required to do that is simply erroneous."

Horses checked

A Food Standards Agency spokesperson said: "Food Standards Agency checks successfully prevented horses containing bute which had been slaughtered in the UK from entering the UK food chain.

"We also informed the authorities in France about horses which had tested positive for bute and had been exported there.

"The FSA carries out checks in slaughterhouses to ensure that horses slaughtered in the UK are fit for human consumption."

Alastair Hay, professor of environmental toxicology at the University of Leeds, disputed Ms Creagh's claims.

He said there was "no convincing evidence" of phenylbutazone's carcinogenicity in humans "because in the individuals studied many other drugs had also been taken and any one of these might have caused the cancers seen".

And there is no animal evidence either that it is a carcinogen, he added, saying that "phenylbutazone is not classifiable as to its carcinogenicity" according to the International Agency for Research on Cancer.

"The reason the chemical is not for human consumption appears to be rare and idiosyncratic responses in humans to the chemical. These include aplastic anaemia and some other disorders of the bone marrow. But these are not cancer events."

Starbucks profit climbs as US cafes thrive

NEW YORK (AP) ? Americans still need their Starbucks fix even in the weak economy.

The Seattle-based coffee chain said Thursday its profit rose 13 percent in the latest quarter in line with Wall Street expectations. Results were boosted by a 6 percent increase in global sales at cafes open at least a year, a key metric of health.

The performance reflects the sharp turnaround Starbucks has made since its struggles during the recession. After bringing back founder Howard Schultz as CEO in 2008, the company embarked on a massive restructuring effort that included closing underperforming stores in the U.S. Going forward, Schultz has noted that the company has the flexibility to keep growing even through a turbulent economy because most people see Starbucks as an "affordable luxury."

In the flagship Americas region, Starbucks said sales at stores open at least a rose 7 percent as the Pumpkin Spice Latte once again proved to be a hit. Customers are also buying more food, which helps drive up the amount they spend per visit. About a third of purchases currently include food and Starbucks is betting that its new baked goods ? supplied from a San Francisco bakery it purchased last year ? will continue to drive up that figure.

Cliff Burrows, who heads the Americas region, said Starbucks will continue growing by improving the speed of service and relationships with customers. For example, baristas across the country should be wearing name tags by the end of this month. Sixty percent of new cafes in the U.S. will also have drive-thru service, which makes the stores more profitable.

The introduction of the Verismo single-serve coffee machine in stores this fall also added 0.5 percent to the sales increase for the region. Starbucks said it sold more than 150,000 of the machines, most of them through specialty retailers. Executives said the machine will continue to be a major revenue driver in the coming months and years.

Operating margin in the U.S. decreased slightly to 20.8 percent, however, as a result of costs related to Superstorm Sandy, litigation charges and the company's leadership conference this past October.

In the China and Asia Pacific region, which is set to surpass Canada as Starbucks second biggest market in the next two years, sales at cafes open at least a year rose 11 percent as traffic increased.

Europe continued to be a weak spot, with sales at cafes open a year falling 1 percent. Starbucks executives have said they're working to turnaround their performance in the region, in part by closing underperforming stores, licensing operations to local partners and improving customer service. Although traffic increased in Europe during the period, the amount people spent per visit declined.

Troy Alstead, the company's chief financial officer, said the decline reflected weakness in the broader economy.

"A lot of people were trading down it appears," said Troy Alstead, the company's chief financial officer, noting that fewer purchases included food.

Starbucks also has been embroiled in a controversy over its taxes in the United Kingdom. The company has been doing business in Britain for 15 years but hadn't paid any taxes because of a complex way it calculates profits. Following criticism by lawmakers and a campaign by a protest group, Starbucks said last month that it was working to settle the issue.

For October-to-December period, Starbucks Corp. earned $432.2 million, or 57 cents per share. That's compared with $382.1 million, or 50 cents per share, in the year-ago period. Total revenue rose 11 percent to $3.8 billion. Analysts expected a profit of 57 cents per share on revenue of $3.85 billion, according to FactSet.

Revenue for the consumer packaged goods segment, which includes Verismos sold in specialty stores, rose 16 percent to $459.8 million. Although Starbucks is working to diversify by building this segment, it still represents a small fraction of the company's overall revenue.

Starbucks affirmed its outlook for the year, with earnings expected to be between $2.096 and $2.15 per share, representing growth of 15 to 20 percent from the previous year.

Its stock was up 24 cents at $54.81. Starbucks has about 18,000 cafes around the world.

Students treat robo-dogs at high-tech veterinary school

Cornell University's Veterinary Center?is combining forces with their Center for Advanced Computing to create a powerful, futuristic simulated vet environment ? complete with robot dogs and cats. Students monitor, diagnose?and treat the robo-pets in a hands-on experience critical?for aspiring vets.

Anyone who has taken a first?aid course knows that simulated humans are a common thing, and there are similar practice?models for pets. But there's a difference between a rubber model you can do CPR on and something that behaves like a real person ? or dog.

That's what Cornell's?Dr.?Daniel Fletcher and his colleagues are attempting to do ? and not just with a better dog surrogate, but with a fully-functional model vet's office.

"The idea is to bridge preclinical lecture learning and actual clinical experience, letting students practice applying what?they've?learned in a safe setting before the stakes get high,"?explained Fletcher in a news release describing the research.

Over the last two years, the Veterinary Center has put together what must be the most sophisticated simulated vet's office in the world. Students can use real vet's tools to check the pulse, breathing, and other vital stats on a robot dog and cat (Robo-Jerry and Robo-Fluffy), and can practice doing injections and inserting catheters. Their work is recorded from multiple angles and can be reviewed later by professors and classmates.

As helpful as all this is, it's still only a fraction of the everyday duties and risks of a veterinarian. Fletcher told NBC News in an email that the current robo-dog is valuable but rudimentary. "It currently can't move to respond to stimulation, it can't bite to simulate a frightened pet for handling practicing, and has only simple physiologic feedback."

That's why he's working on Butch, successor to Robo-Jerry and bearer of many improvements. Fletcher says Butch will have more realistic skin and blood vessels, an improved airway, more space inside for electronics to simulate conditions, and articulating joints for a more authentic dog-like feel. It will also be based on cheaper, off-the-shelf components.

Inside, it's governed by a new open-source software system they call URSULA, which stands for Universal Realistic Simulation of a Living Animal. It will allow for more accurate simulation of animals' symptoms and response to treatments ? earlier software was based on human models, which were better than nothing but, as one might expect, highly inaccurate in some ways.

Fletcher cautioned that the vet center's?scope is limited:?"We're a small academic group, so progress is slow since we all have our regular responsibilities and are doing this as a side project."?

So while a robo-pig or robo-cow might be useful, don't expect one next year. But?the plan is to make the system publicly accessible, both so it can be used and so other academics can contribute. "We're really hoping that the open-source model will help move this along," Fletcher wrote ? "Only time will tell!"

Stem cell therapy to repair damaged knee cartilage

Jan. 24, 2013 ? Rush University Medical Center is conducting the nation's first clinical study of an innovative stem cell drug, Cartistem, to repair knee cartilage damaged by aging, trauma or degenerative diseases such as osteoarthritis.

Cartistem is manufactured from mesenchymal stem cells derived from allogeneic (donor) umbilical cord blood. Umbilical cord blood is a readily accessible source of high-quality stem cells, is associated with minimal health risks and carries relatively few ethical concerns.

The stem cells are mixed with hyaluronan, a natural polymer that plays a major role in wound healing and is a building block of joint cartilage. Cartistem is surgically administered into the area of cartilage damage following an arthroscopic surgery as an adjunct to microfracture, a commonly used technique used to repair cartilage damage.

The principal investigator on the study is Dr. Brian Cole, a professor in the department of orthopedics and anatomy and cell biology at Rush University Medical Center. Dr. Cole is the head of Rush's Cartilage Restoration Center and is also the head team physician for the Chicago Bulls. Cole and his co-researchers will assess the drug's safety as well as its ability to regenerate cartilage repair tissue and reduce pain in patients with localized cartilage loss in the knee.

Treating cartilage damage can be problematic because the tissue does not contain blood vessels or nerves and therefore has a limited ability to re-grow. Various treatments for cartilage degeneration, such as drug therapy, arthroscopy and joint replacement, yield mixed results and are unable to regenerate damaged tissue.

"Finding a biological solution for cartilage regeneration in orthopedics is one of the fastest growing areas of research and development in our specialty, said Cole. "Rush is spearheading this field of research with the ultimate goal of safely improving outcomes and sparing patients from having more complicated surgery at a relatively young age."

The two-year, phase I/IIa study will enroll a total of 12 participants aged 18 years and older, with a body mass index of less than 35. Initially, six individuals with lesions sized 2 to 5 centimeters will be recruited into the study; an additional six volunteers with lesions larger than 5 centimeters will be enrolled sequentially. Each participant will undergo eligibility screening followed by a 12-month observation period to determine the safety and efficacy of the drug with an additional long-term follow-up evaluation at 24 months.

"With a burgeoning aging, yet active population, our patients are looking for effective non-joint replacement solutions to treat their damaged knee cartilage," said Cole. "This research is significant in that it utilizes a commonly performed operation (microfracture) in an effort to improve upon variable outcomes."

40 years after ruling, more states restrict abortion

Forty years after the U.S. Supreme Court struck down many state restrictions on abortion with Roe v. Wade, women who want to terminate a pregnancy face a growing number of roadblocks in many parts of the country.

Last year, 19 states enacted a total of 43 provisions limiting access to abortion, according to the Guttmacher Institute. That was half the number that went into effect the previous year, but still the second-highest number since 1985.

"The laws that have been passed, in the last couple of years especially, really make women walk through a gauntlet to get abortions, throughout the country," said Eric Ferrero, a spokesman for Planned Parenthood.


Eight states now require women seeking abortion to have ultrasounds, after Virginia lawmakers passed a measure in 2012. Three states also enacted laws that require abortion providers to have admitting privileges at a local hospital, which can deny them for a variety of reasons.

Louisiana banned abortions after 20 weeks. Utah tripled its mandatory waiting period to 72 hours. A Montana ballot initiative mandated parent notification for abortions on minors under age 16.

In at least four states -- North Dakota, South Dakota, Arkansas, Mississippi -- there is only one clinic.

"When you're the only provider in a state, you become a target," Tammi Kromenaker, director of the Red River Women's Clinic in Fargo, N.D., recently told MSNBC's Rachel Maddow.

The fate of Mississippi's sole clinic, in Jackson, is up in the air. As of mid-January, it had not been able to comply with a new law requiring providers have hospital admitting privileges. If the clinic is shut down, Mississippi would become the first state where getting an abortion is impossible.

The erosion is happening as the rate of abortions has leveled off at about 15 per 1,000 women after a steady decline, according to the Centers for Disease Control. At the same time, public support for abortion rights appears to be stable or growing.

A new NBC News/Wall Street Journal poll found 54 percent of adults think abortion should be legal always or almost all of the time -- the biggest percentage since the question was first asked a decade ago. Seventy percent don't want Roe v. Wade to be overturned, the highest number since 1989.

But abortion opponents say there's another statistic worth noting: Most Americans don't want public funding of the procedure.

Forty years after the Roe v. Wade ruling, Rachel Maddow reports on what it's like for the people who are trying to preserve abortion access in the four states where there remains only one legally operating clinic, and the extreme duress they endure at the hands of anti-abortion extremists who would deny American women their Constitutional right to an abortion.

"A majority of Americans do not want their tax dollars being used to fund abortions," said Mallory Quigley, a spokeswoman for the Susan B. Anthony List, which is part of an effort to strip $60 million in women's-health funding from Planned Parenthood.?

U.S. law prohibits federal funding of most abortions, and only 17 states fund abortions for low-income women, most of them under court order. But abortion advocates argue that any government funding of Planned Parenthood for other health services -- from family planning to gynecology exams -- essentially frees up money it can use to provide abortions.

A scorecard put out by Quigley's group says officials in Arizona, Indiana, Kansas, New Hampshire, New Jersey, North Carolina, Tennessee, Texas and Wisconsin have moved to cut funds for the women's health group.?

Some state efforts are tied up in court; in others, Planned Parenthood was able to obtain direct federal grants to fill the gap. In Texas, the organization lost a court battle to hold onto funding until a trial.

Ultimately, though, Planned Parenthood believes it will prevail against state efforts to slash its programs, either through legal action or public pressure on lawmakers.

"What we've seen over the last two years is the public doesn?t want these preventive health services to be defunded and the courts won?t allow it," Ferrero said.

There are many ways an interactive whiteboard can be used to support science teaching. Your whiteboard allows you to run simulations, play videos and demonstrate practical work using animations. While it should never replace the act of doing an experiment for real, it can often provide a useful reference point before or after doing the practical as a class.

With that in mind, there are many excellent websites that are available to science teachers to use with their interactive whiteboard.

Europa Oil & Gas says Kiernan prospect could contain 1.6bln barrels of oil

Europa Oil & Gas () this morning told investors that the Kiernan prospect off Ireland?s west coast has the potential to contain 1.6bln barrels of oil.

It said that first pass seismic mapping of the prospect, which is found in the South Porcupine basin, has now been completed and this has provided positive results.

Kiernan is believed to comprise of stratigraphic - or stacked - traps in three reservoirs. These reservoirs have been termed as the ?Barremian?, ?Valanginian A? and ?Valanginian A?.

And collectively they have been estimated to host 1.612bln barrels of mean unrisked indicative resources. In a gas case the prospective resource equates to 10tln cubic feet.

Kiernan is one of two prospects identified last year within Europa?s wholly-owned licence options in the Irish Atlantic Margin. The other, Mullen, has been estimated at around 480mln barrels of oil.

The company is currently seeking farm-in partners to help advance technical work on the prospects and mature them up to ?drillable? status.

Industry interest has been growing in Ireland?s nascent offshore oil industry. The South Porcupine in particular will be a focus in 2013 as ExxonMobil and Providence Resources () are currently preparing to drill the high profile Dunquin well.

Indeed, Europa believes the South Porcupine basin has the potential to become a new hydrocarbon province.

?We will now be opening a data room for both our Irish Licences, with a view to securing a joint venture partner or partners with whom we can further mature both Mullen and Kiernan,? said chief executive Hugh Mackay.

?We are not alone in believing the South Porcupine Basin could host a new hydrocarbon province and a carbonate prospect in the basin located just 65kms away from Kiernan will be tested by ExxonMobil's Dunquin well later this year.?

He also says that the area covered by the licence options also have potential in other areas which warrant further investigation. In the meantime more work is required to de-risk the Kiernan prospect, and this is likely to involve 3D seismic.

With the two Irish prospects together estimated to have the potential for up to 2bln barrels of oil, Mackay says a success with either prospect would be transformative for Europa.? ?

?This is an exciting time for Europa, as we look to advance our balanced portfolio of assets, which also includes onshore UK production and exploration as well as a large onshore France gas appraisal project, and in the process build substantial value for all our shareholders."?

Last Thursday, President Obama signed a bill allowing Facebook and other social media users to choose to automatically share the videos they have watched on sites like Netflix.

Facebookers could already share playlists, articles, and other web activities, but the Video Privacy Protection Act (VPPA) banned the sharing of any video history information (in the absence of written consent by the consumer for each video or a warrant from the police.)

An outraged Congress passed the VPPA in 1988. ?The legislative action was in response to the publication of innocuous video rentals made by Supreme Court nominee Robert Bork during his heated nomination process. ?Since this was widely seen as an invasion of privacy, Congress enacted the VPPA to limit how much people can share about their video rental and viewing history.

Twenty-five years later, however, the VPPA kept Facebook from providing its ?frictionless sharing? to U.S. Netflix users. ?With the threat of a VPPA violation looming, Netflix did not extend all of its features to its U.S. users. ?Netflix users outside the United States, specifically those in Canada, the U.K., and Latin America, already have the option to link their accounts with Facebook.

For over two years, Netflix and other companies have fought VPPA enforcement by calling the law dated and pointing to the silliness of attaining written consent for each video viewed. ?In the interim, Netflix has a Facebook ?app? that U.S. users can access through the Facebook App Center. ?It shows screenshots of the ability to share Netflix recommendations on Facebook, but when accessed it merely redirects to Netflix?s website.

Last year, a Netflix competitor took matters into its own hands. ?Hulu introduced an app that allowed users to share their video-watching activity on Facebook despite the VPPA. ?Hulu users filed a VPPA class action but the company claimed it only disclosed personal information in its ?ordinary course of . . . business.? ?However, a California district court clarified that the VPPA applied to video service companies like Hulu. ?And so, Netflix, Hulu, and the like had to rely on Congressional amendments.

The House and Senate approved H.R. 6671, the Video Privacy Protection Act Amendments Act, late last year without objection but the Senate version had considerable recommendations. ?The bill from Rep. Bob Goodlatte (R-VA), approved by President Obama, now requires services like Netflix to obtain explicit consent for the sharing of video-watching history on outside sites like Facebook.

The bill?s main provisions state:?1.) consent for sharing video-watching history can be granted online; and, 2.) consent can be given for up to two years and is not necessary to be renewed for each video viewed. ?Since the consent must be explicit, users will be directed to permission menus. ?These permission-based menus must be separate from other menus on the site, such as the terms of service or privacy rules.? They cannot be in ?fine print,? and consumers will be allowed to withdraw consent for sharing at any time, on a case-by-case basis or altogether.

The bill comes to the President?s desk after unanimously passing through the Senate on Dec. 20. ?Although the bill was a bipartisan effort, some have criticized the law since a heightened e-mail search warrant provision was dropped from the legislation. ?Still, Senator Patrick Leahy (D-VT) released a statement saying that he believed the law ?sets the stage? for Congress to take up his email privacy bill next year.

In the meantime, Netflix has announced that it will utilize social sharing features in 2013.

Samsung announces Galaxy S series top 100 million sales

Samsung has announced its sales figures for the popular Galaxy S series phones

?

Electronics giant Samsung has released the sales figures for its popular range of Galaxy S Series phones; with over 100 million phones sold in just under three years.

The original Galaxy S sold 10 million units within its first year, whilst the second version- the S2 achieved the same number within just five months. Samsung?s Galaxy S3 has now passed 40 million sales.

In November, the company launched a miniature version of the S3 handset, aptly named ?the S3 mini, however Sammy hasn't given us any sales figures for this one yet.

Of course, selling 40 million handsets is child's play compared to the Galaxy S3's other accolade. Picking up the award for T3's Smartphone of the Year 2012? That's much harder, so congratulations Samsung.

Qatar aims for Afghan peace process by 2014

DOHA (Reuters) - Qatar aims to see a peace process in Afghanistan by the time NATO combat operations end in 2014, Qatar's prime minister said on Tuesday as the Afghan Taliban movement prepared to open an office in the Qatari capital.

With the focus in Afghanistan shifting from a military push by NATO troops to potential talks on a peaceful settlement, U.S. President Barack Obama and Afghan counterpart Hamid Karzai said last week they supported the opening of a Taliban office in Doha.

Obama is seeking an orderly way out of the war, which was triggered by the September 11, 2001 attacks on the United States by an al Qaeda network harbored by the Taliban.

The planned office is one of a series of gestures, including the possible transfer to Qatar of Taliban detainees from the U.S. military's Guantanamo Bay prison, aimed at injecting momentum into the tentative reconciliation efforts.

Qatar, a long-time Gulf Arab peace broker in Afghanistan's war, said preparations were under way to open the Taliban's office as soon as possible to facilitate talks.

"The U.S. and others will withdraw in 2014, and I think it's an important core ideal that at least there is a political process in place, to have stability," Qatari premier Sheikh Hamad bin Jassim al-Thani told a news conference with his Libyan counterpart in Doha.

"Our aim is to help our Afghan brothers and find a solution accepted by all, or most, parties," he added.

A senior European diplomat told Reuters last week that several Taliban representatives were already on the ground in Doha but a formal office had not yet been opened.

Qatar, which hosts a number of Taliban officials, has played a central role in discreet discussions between U.S. officials and representatives of the shadowy militant group, which remains a formidable enemy in Afghanistan even as U.S. and NATO troops begin to withdraw.

Progress towards negotiations has not been smooth.

The Taliban announced a year ago that they would open a political office in Qatar, suggesting willingness to engage in talks that could bring them positions in the Afghan government or control over much of their historical southern heartland.

But in March they rowed back on the plan, citing what they said were inconsistencies in the U.S. negotiating position.

The reference to the office in the joint statement by Obama and Karzai suggested the idea had fresh momentum.

Meeting in Washington last week, the two leaders agreed to speed up a handover of combat operations in Afghanistan to Afghan forces, raising the prospect of an accelerated U.S. withdrawal from the country.

Karzai and U.S. officials have said repeatedly that any peace process must be Afghan-led. The Afghan president has been angered in the past when he felt excluded by foreign efforts to set up some kind of negotiations.

Udacity to announce partnership with San Jose State University, will trial forcredit online classes

Working alongside college professors at San Jose State, online course start-up Udacity will launch a pilot program for remedial and college-level algebra. Importantly, these classes won't simply result in a nice certificate, but genuine college credit. Students will have to stump up $150 for each three-unit course, with the intake limited to 300; half will come from San Jose State, while the remaining places will be given to those attending nearby community colleges and high schools. The online course start-up, founded by former Stanford professor Sebastian Thurn, says that its own mentors will assist university staff in administering the course, which will include instructional video and web-based quizzes.

MIT and Harvard's similar EdX course saw promising results during its own pilot tests at San Jose. While 40 percent in the traditional class arrangement got a C grade or lower, only 9 percent using the blended online course picked up the same grades. California Governor Jerry Brown hopes that the courses might help reduce barriers to college education entry -- more than 50 percent of entrants are unable to meet the college's basic requirements in math and English.

Foot soldiers of the immune system

Jan. 13, 2013 ? Researchers at McGill University and the Research Center for Molecular Medicine (CeMM) of the Austrian Academy of Sciences have discovered the molecular blueprint behind the IFIT protein. This key protein enables the human immune system to detect viruses and prevent infection by acting as foot soldiers guarding the body against infection. They recognize foreign viral ribonucleic acid (RNA) produced by the virus and act as defender molecules by potentially latching onto the genome of the virus and preventing it from making copies of itself, blocking infection. The findings are a promising step towards developing new drugs for combatting a wide range of immune system disorders.

The discovery was made by teams led by Bhushan Nagar, a professor in the Department of Biochemistry at McGill's Faculty of Medicine, and Dr. Giulio Superti-Furga at the CeMM. Building on the 2011 CeMM discovery by Dr. Andreas Pichlmair that IFIT proteins unexpectedly interact directly with the viral RNA to inhibit its replication, the group's latest discovery reveals the molecular mechanism behind how IFIT proteins capture only the viral RNA and distinguishes it from normal molecules belonging to the host. Their research will be published on January 13 in the journal Nature.

"Infection by pathogens such as viruses and bacteria are caught by a layer of the immune system that consists of guard-like proteins constantly on the lookout for foreign molecules derived from the pathogen," explains Prof. Nagar. "Once the pathogen is detected, a rapid response by the host cell is elicited, which includes the production of an array of defender molecules that work together to block and remove the infection. The IFIT proteins are key members of these defender molecules."

When a virus enters a cell, it can generate foreign molecules such as RNA with three phosphate groups (triphosphate) exposed at one end, in order to replicate itself. Triphosphorylated RNA is what distinguishes viral RNA from the RNA found in the human host. During this time, the receptors of the innate immune system are usually able to detect the foreign molecules from the virus and turn on signaling cascades in the cell that leads to the switching on of an antiviral program, both within the infected and nearby uninfected cells. Hundreds of different proteins are produced as part of this anti-viral program, which work in concert to resist the viral infection.

In the Nagar lab, McGill graduate student Yazan Abbas used an arsenal of biophysical techniques, most notably X-ray crystallography, to capture the IFIT protein directly in the act of recognizing the foreign RNA. The work shed light on the interaction between IFITs and RNAs. The researchers determined that IFIT proteins have evolved a specific binding pocket, chemically compatible and big enough to fit only the triphoshorylated end of the viral RNA. Human RNA is not able to tightly interact with this pocket, thereby circumventing autoimmune reactions.

"Once the IFIT protein clamps down on the viral RNA, the RNA is then presumably prevented from being used by the virus for its own replication," says Superti-Furga, "Since many viruses, such as influenza and rabies, rely on triphosphate RNA for their lifecycle, these results have widespread implications in understanding how our cells interact with viruses and combat them."

This work could help advance the development of new drugs for combating a wide array of immune system disorders. "Our findings will be useful for the development of novel drugs directed at IFIT proteins, particularly in cases where it is necessary to dampen the immune response, such as inflammation or cancer therapy," says Nagar.

HARTFORD, Conn. ? U.S. Vice President Joe Biden, who is leading an administration review of gun safety laws, has offered to talk with any families of the Connecticut elementary school shooting victims who would like to speak with personally, a support group said Saturday.

The group, Sandy Hook Promise, has been working to help the families whose loved ones were killed in the Dec. 14 massacre of 20 first-graders and six women at Sandy Hook Elementary in Newtown. It said in an email to the families that it could arrange a call or put the families in touch directly with Biden's office.

"If you choose to wait a few weeks, or months, the offer is still there," the group wrote.

White House officials have said they are communicating with local groups and the families in Newtown.

"We remain in touch with families from Newtown and will present an opportunity for all of them to share their views before the president makes any decisions," White House spokesman Matt Lehrich said.

President Barack Obama pushed reducing gun violence to the top of his domestic agenda following the shooting in Newtown. Obama put Biden in charge of an administration task force and set a late January deadline for proposals.

Sandy Hook Promise co-founder Tim Makris said it passed along Biden's offer as part of its mission to aid the families.

The group, which recently changed its name from Newtown United, is holding a news conference on Monday to announce its own initiative in response to the shooting.

THE creation of one of Australia?s largest military training areas in
South Australia?s outback has been delayed by up to five years because
of a territorial war between two Aboriginal groups.
The Cultana training area near Port Augusta, 300km north of Adelaide,
was to be tripled in size to 1600sq km by 2009 to allow for live
firing exercises for a full battle group. The area, which resembles
the terrain of Afghan battlefields, was also intended to host training
exercises for the Army?s 7th Royal Australian Regiment Battle Group,
which relocated to the Edinburgh base in Adelaide?s north from Darwin
in 2011.

However, a delay in finalising the Indigenous Land Use Agreement for
the expansion has pushed the completion date to beyond next year.

The Australian understands the delay has forced the newly relocated
7RAR to train interstate rather than at Cultana, where the full
deployment of 600 troops, 100 vehicles and four helicopters was to be
accommodated in the expanded training area??
The negotiations for the Cultana project have been handled by the
Department?s Defence Support Group.

Howard Richards, spokesman for the Barngarla, which holds native title
over the area, said the group wanted the expansion to go ahead and had
signed off on the ILUA for the commonwealth more than two years ago.

But their support for the project had been frustrated by another
Aboriginal group, the Kokatha, who have objected to the land use under
heritage provisions.

Sales tax instead of income tax? States mull major changes

CHAPEL HILL, North Carolina (Reuters) - Hopes for overhauling the federal tax system are fading in Washington, but in some state capitals, tax reform experiments - some far-reaching - are fast taking shape.

Across the South and Midwest, Republicans have consolidated control of state legislatures and governorships, giving them the power to test long-debated tax ideas.

Louisiana Republican Governor Bobby Jindal, for instance, called on Thursday for ending the state's income tax and corporate taxes, with sales taxes compensating for lost revenue.

A similar plan is being pushed by Republicans in North Carolina. Kansas, which cut its income tax significantly last year, may trim further. Oklahoma, which tried to cut income taxes last year, is expected to try again.

"When it comes to getting pro-growth tax reform done this year, the only real opportunities are at the state level," said Patrick Gleason, director of state affairs for Americans for Tax Reform, the Washington-based anti-tax lobbying group headed by small-government conservative activist Grover Norquist.

His group and other conservative pressure organizations, such as Americans for Prosperity, have targeted state capitals for tax reform campaigns.

Cutting income taxes and shifting the overall tax burden to consumption through higher sales taxes is a long-standing goal of some tax theorists. Critics argue that approach is regressive and unfairly burdens the middle class and the poor, who spend more of their earnings on items subject to sales tax.

Nicholas Johnson, a state tax expert with the left-leaning Center on Budget and Policy Priorities, gave the chances of sweeping tax changes taking hold a low probability.

Still, he said he worried the efforts in the states could move the tax discussion in a direction harmful to middle- and low-income taxpayers and make balancing state budgets harder.

"Even if this is too radical, if it makes other radical schemes seem more reasonable, that's worrisome," he said.

SINGLE-PARTY CONTROL

But the political moment may have arrived for a test.

Thirty-seven of the 50 states now have single-party control of legislatures and governorships: 25 Republican, 12 Democratic. In those states, unlike Capitol Hill, partisan gridlock is not a big issue, making difficult projects such as tax reform easier.

In addition, new ideas look attractive in states that have suffered for years from high unemployment and tight revenue

"We have no choice but to make change," said Bob Rucho, a Republican state senator in solidly Republican North Carolina, who is leading a push in that state for major tax changes.

Rucho and other like-minded lawmakers have a plan to do away with all state individual and corporate income taxes. The plan would replace lost revenue with a new business license fee and a higher sales tax on goods and services not now taxed by the state, such as legal, accounting and spa services, and food.

In his inaugural address on Saturday, Republican North Carolina Governor Pat McCrory promised to work with business "as partners" to eliminate taxes and regulation that stifle growth.

Rucho's plan would remake the North Carolina budget, which now derives 65 percent of its $18.5 billion in total tax revenues from individual income and corporate taxes.

To make up for that much lost revenue, the state sales tax rate would have to rise to 6.53 percent from 4.75 percent, according to a supportive study done by a consulting firm run by Arthur Laffer, a former adviser to Republican President Ronald Reagan and one of the fathers of "trickle-down" economics.

SPURRING GROWTH?

U.S. states often test reforms too controversial for Washington to tackle. Although several states, including Texas and Florida, have no individual income tax, Alaska stands out in modern times for having repealed its personal income tax. It was able to replace the lost revenue with its huge state oil income.

The kind of basic shift to sales tax from income tax being eyed by Republicans is informed partly by "trickle-down" or supply-side economics - embraced by Republicans 30 years ago and still a powerful force in the party. Laffer has advised some of the states' activists.

North Carolina's Rucho acknowledged the argument that the poor would be hit disproportionately by higher sales taxes. But he said new sales taxes on services would also hit higher-income taxpayers.

He said low-income people got more government assistance that could help offset higher tax costs. Also, he added, cutting income taxes would spur economic growth, a key supply-side tenet, helping everyone.

In an interview with Reuters, Laffer said states with lower income tax burdens outperformed those with higher taxes.

Some studies, from liberal and non-partisan think tanks, say just the opposite and cite the relative economic strength of high-tax states such as New York.
