Fan falls to death at Texans' Reliant Stadium

HOUSTON (AP) ? A fan who attended a pre-season Houston Texans' game at Reliant Stadium fell to his death from an escalator, officials said Friday.

The fan fell from the escalator while attending a preseason game Thursday between the Houston Texans and the Minnesota Vikings, Reliant Stadium officials said in a statement.

The Houston Medical Examiner's Office confirmed in an email Friday that it received the body. The medical examiner's website said the man, who was not identified, died in a Houston emergency room.

Houston police spokesman Kese Smith said the fall occurred at the north end of the stadium and that the fan's condition wasn't known.

In 2011, a firefighter attending a Texas Rangers game in Arlington died when he fell from the left field stands while reaching for a baseball tossed his way by All-Star outfielder Josh Hamilton.

Shannon Stone fell about 20 feet onto concrete when he tumbled over the left-field railing after catching the ball and falling into an area out of sight from the field as the Rangers faced Oakland. Cooper Stone, his 9-year-old son, witnessed the fall during the second inning.

In April, a statue of Stone and his son was dedicated to Rangers fans in front of the home plate gate at Rangers Ballpark in Arlington. Railings also were raised throughout the ballpark before this season.

AT&T Opens A Swanky 10,000 Sq. Ft. Flagship Store In Chi-Town

scaled.AT&T Mich Ave - Logo Wall IMG_2092Today, AT&T opened up its 10,000 square foot flagship retail store on Michigan Ave. in Chicago. It's a bit of a beast, with an 18-foot Connect Wall that displays news and product info to everyone in the store and in the street. But despite all the cool technology (and trust me, there's plenty), AT&T is really looking to have more of connection with its consumers. When you walk into any carrier store, the phone usually comes first. Samsung, Apple, and Motorola come to mind ? not AT&T. But the blue carrier is looking to remedy that.

Japan toilet maker unveils 'poop-powered' motorbike

Japan's best-known toilet maker on Wednesday unveiled a "poop-powered" motorcycle that can travel as far as 300 kilometres (180 miles) on a tank filled with animal waste.

Billed as the world's first waste-powered vehicle, the three-wheeler has a toilet in place of a regular seat and huge paper roll at the back.

But as a young female model climbed aboard for a test drive Wednesday, toilet giant TOTO was quick to point out that she would not supply the "gas".

"The biogas it uses as fuel is not made from human waste. It's made from livestock waste and sewage," Kenji Fujita, a company spokesman, told reporters in a Tokyo suburb.

"We hope to raise awareness among customers about our green campaign through development of environmentally-friendly products such as water-saving showerheads and water-saving toilets," Fujita added.

The company -- which makes toilets equipped with an array of features including heated seats, water jets with pressure and temperature controls, and ambient background music -- has no plans to commercialise the motorcycle.

Lending to euro zone households dips in July: ECB

FRANKFURT (Reuters) - Loans to households in the euro zone fell in July, reflecting weak domestic demand, while loans to companies ticked up only slightly, suggesting a credit squeeze persists despite ECB efforts to provide liquidity, data showed on Tuesday.

The data is likely to reinforce the case for the European Central Bank to cut interest rates when it meets next week to simulate the euro zone economy, which is on the brink of recession.

The ECB's latest set of monetary data showed that monthly flows of bank loans to households in the euro zone fell by 8 billion euros in July after rising by 4 billion euros in June.

The flow of loans to non-financial firms rose by 8 billion euros after falling by 3 billion euros in June. On the year, loans to the private sector inched up just 0.1 percent in July.

The euro zone's debt crisis has hit the currency union's southern economies especially hard, putting the bloc on the verge of recession and causing companies and households there to hold back on investments and spending.

"It shows that the ECB, having cut interest rates a few times already, is not having much luck in trying to offset a significant credit squeeze," said Guillaume Menuet, economist at Citi. "This report is not strong enough to indicate that there is a significant pick-up in credit going on."

"We expect more rate cuts to happen as the economy deteriorates," he added, having pencilled in another 25 basis point cut for September.

Tuesday's ECB data also showed that a rush by consumers and firms to pull their money out of Spanish banks intensified in July with private sector deposits falling almost 5 percent.

The ECB is likely to take the loan data into account when it meets next week to set interest rates for the euro zone's 17 economies, but with rates already at a record low of 0.75 percent, another 25 basis point cut - as expected by economists in a Reuters poll - would be seen as largely symbolic.

The monthly Reuters poll for August also predicted the euro zone economy, which shrank by 0.2 percent in the second quarter, would contract by the same amount in the current quarter, pushing the region into recession.

Euro zone M3 money supply - a more general measure of cash in the economy - grew at an annual pace of 3.8 percent in July, picking up from 3.2 percent in June and above the consensus of 3.2 percent from analysts polled by Reuters.

Reading Up On Thermodynamics

An August 2012 forest fire near the French resort of Lacanau on the country's Atlantic coast. Pierre Andrieu/AFP/Getty Images

Thermodynamics ? the branch of physics dealing with heat and its relation to other forms of energy ? is profound stuff.

Rooted in the engineering realities of engines and air conditioners, it also rises above these day-to-day realities to embrace heady, universal principles in complexity, order, chaos and organization. Thermodynamics touches everything that really matters in human life, including ? most famously ? the nature of time. It is profound and slippery.

?

Some of this slipperiness showed up in responses to my physics and cities posts for the NPR Cities project. Some folks got angry with me because they claimed the second law is only relevent to closed systems. Some of the criticism comes from a misreading of what "closed" means in thermodynamics.

Thermodynamically "closed" systems exchange no matter with their surroundings. Energy transfer however is just fine for closed systems (No energy transfer means an "adiabatic" system). Other folks missed the point that the second law can still be applied to systems that are not closed and systems that are not in equilibrium. This makes sense because the second law would not be so profound if it only applied to things like an isolated thermos of coffee floating in space. In part, it's all about what you call the system and what you call the environment.

But I am no uber-meister of thermodynamics either. That PhD thing I got helps, but I too have to go back, re-read the basics and then build up to the relevant literature on the subject I am studying. (This is true of all scientific work; you are always reviewing the basics.)

Anyhow, I did (and continue to do) a lot of re-reading of my favorite thermo texts and I wanted to pass one of shortest ones of these along. It's called "The Laws of Thermodynamics" by Peter Atkins and is part of the Very Short Introduction books from Oxford. There are only a few basic equations stated for clarity and no math manipulations to follow. I highly recommend it.

Here is an example of Atkins ability to shift from discussion of the precise meaning of work and energy to a broader point:

"A final point is that the molecular interpretation of heat and work elucidates one aspect of the rise of civilization. Fire preceded the harnessing of fuels to achieve work. The heat of fire ? the tumbling of out of energy as the chaotic motion of atoms ? is easily contrived for the tumbling is unconstrained. Work is energy tamed, and requires greater sophistication to contrive. Thus humanity stumbled easily on to fire but needed millennia to arrive at the sophistication of the steam engine, the internal combustion engine and the jet engine."

Good stuff.

Increase Your Success With These Article Marketing Techniques ...

Increase Your Success with these Article Marketing Techniques

is it true that articles can promote your business? will you be able to find what you need to make it successful for you? A number of webmasters are already achieving great success with their article marketing plan by using it to effectively drive traffic to their website, and you can join their ranks by using the tips in the following article.

Promote your earlier articles in your more recent articles. you can link words in the current article to past pieces you have written. if your article is full of advice or helpful information, this is considered acceptable. Don?t be afraid to tell people how great your articles are!

Hold your ideal reader in mind when you write and try to phrase your article as though you were speaking with a trusted friend. A friendly tone will make your articles easier to read. A conversational style to your article will give it a relaxed feel.

Staying current with online writing tools will improve your ability to produce good marketing prose in your articles. you can save your energy, time, and money by using the products that are coming out everyday related to article marketing. get all the help that you can. Remember that article marketing is competitive!

Your articles need to be written with a high level of proficiency. Always submit work that you are proud of. Your website will gain trust and respect if the content is of high quality.

Submit as many quality articles as you can. Postin articles on a blog requires consistency. To successfully promote a single keyword, submit a multitude of articles that contain it. for competitive keywords, a minimum of five articles must be submitted to the directories, and the public blog networks must receive ten if you intend to see good results. then follow that up with fifty articles to private blogs to improve your ranking further.

The headlines of your articles should make the reader want to find out more. People often skim headlines until they find something that grabs their attention. one way to write a compelling headline is to pose a question to your audience, so they have to read the article to find the answer. make people emotionally invested in reading your article.

Ensure that the title on your article convinces people to come and read it. make them think as they read your headline. the more you can engage the reader, the more likely they are to keep reading.

Including a strong, attention-grabbing opening in each article is essential. Base your hook on the article content.

You should not flood indexes with articles which contain identical content. There are countless article indexes to take advantage of with an article marketing strategy. A common trap is to submit an article repeatedly to hundreds of indexes. doing so these days is just a waste of time. the engines are all wise to that trick and no longer rank these sorts of links heavily when determining ranking.

Do not use more than 5 sentences per paragraph and make sure the article is not more than 700 words. Most directories follow the 3-5 sentence/500-700 word criteria for article submissions, and applying it to your writings will ease the distribution of the articles. Blogs do not need to be as lengthy, so approximately 350 words is appropriate.

Use keywords within the titles of your articles. By having the important keywords in the title, viewers will be able to quickly spot your article and follow the link to see the entire content.

Many websites will publish your articles and pay you as well, via pay per click or pay per view. the articles you publish can provide multiple avenues for passive income. you can become very prosperous.

Blogging is one of the best new ways to market your business; a blog can help you secure a place as a thought leader in your industry. make articles that show who you are and promote your role as a professional and a leader. Talking about current trends in your industry will help customers and potential customers see that you are on top of things.

Article marketing isn?t a market that contains rarefied knowledge. if some guru tries to sell you a ?secret method?, run away screaming. doing your own research can really make a difference. Just note that it?s simple, marketing that is handled through any content distribution is article marketing.

One way to increase sales derived from article marketing is to keep one keyword your main focus throughout the article. Use the keyword wherever possible, in the header, title, sub-headings and in the URL if possible. also, use the keyword throughout the body of the article. By placing your keyword throughout your page, you increase the chance that a search engine will find your article.

Tips in article marketing can give you a great start in building your online presence and increasing your audience. Follow these tips to start having the results you want

If your content is worth linking, you will receive more backlinks from other webmasters. you may want to fill up your site with spun content. Be careful though, because if your articles have no value, webmasters will not share them, leaving you to get backlinks without any help. Writing useful and high quality content will attract other webmasters to share your content with their customers.

Pets and More Pets ? Building A Wonderful Cat Post

It is important to provide pets with items that stimulate them and deter them from doing damage to furnishings and decor. Natural instincts, such as a feline?s urge to claw things, can become fairly destructive. One way to prevent such carnage is by presenting Kitty with a properly designed cat post.

Consider the needs and habits of cats when selecting accessories for them. They are drawn to certain activities by a primal instinct. They can not help themselves when it comes to clawing resistant materials, climbing, stretching and chasing quick moving small things.

The pet does not scratch with destruction in mind. It is a natural part of grooming. Working the claws against rough materials keeps them sharpened, yet trimmed to a safe length. This action is one that is deeply ingrained into their genetic make up and is not likely to be completely obliterated, but it can be redirected.

To make a play tree that is attractive to felines, there are a few things to consider. First, it should be sturdy and tall enough that Kitty can stretch out as long as their muscles will allow. Cats love to reach as far as possible and claw their way back down.

Sisal is the preferred material to create a scratching zone. This thick rope product has a texture and smell that draws cats to it. It is usually wrapped around the center pole and is strong enough to provide resistance without fear of shredding from use. Setting structures such as this throughout the home can provide protection for curtains, furniture and carpet.

Take the structure to the next level by adding a few things to offer many activity options. The perfect cat post is one that has a pole wrapped in sisal for scratching, a platform covered in fake lambswool for comfy sleeping, perhaps a tube-shaped branch covered in carpet to provide a hiding place and maybe even a hanging toy to bat around. These are the key features needed to address the primary instincts of the feline species.

Find a great selection of cat furniture that will fit your pets needs now. You can find cheap cat trees that are unique and distinctive quickly and easily.

Recipe: Slow Cooker Beef Roast and Vegetable Stew - Canon ...

Fall is just around the corner, which means it?s the perfect time to open your windows, let some fresh air in and cook a roast or beef vegetable stew for a few hours in a crock pot.

First, take a large beef roast (in my case, I used a nice deer roast my neighbor had given me) and place it in the crock pot. Pour two cups of beef stock onto the roast and add another cup of red wine to the crock pot.

You can experiment with different vegetables, but I used ? yellow onion, 5 red skinned potatoes that were cut into quarters and 3 or 4 skinned carrots that were chopped to be about a 1/3-inch thick. You can add other raw vegetables, too.

Slice the onions so they?re thick, otherwise they?ll melt or cook down too fast. Place the onion and carrot slices into the stew around the roast. You can also put the onion slice on top of the roast so the juices drip into the meat.

Put the slow cooker on high for about two hours and stir occasionally. After two hours, put the quartered potatoes into the mix. Add water or another cup of beef stock if the roast is not saturated.

Cook for another two hours (or until the roast is tender) while stirring occasionally. You should have a wonderful dinner perfect for autumn!

?Ingredients

1 to 2 lbs of beef roast

2 cups of beef stock

1 cup of red wine

? yellow onion

5 red skinned potatoes (will need to be cut into quarters)

3 or 4 skinned carrots

Review: Sociolinguistics; Language Acquisition: Field (2011 ...

AUTHOR: Fredric Field
TITLE: Bilingualism in the USA
SUBTITLE: The Case of the Chicano-Latino community
SERIES TITLE: Studies in Bilingualism 44
PUBLISHER: John Benjamins Publishing Company
YEAR: 2011

Diego Pascual y Cabo, Department of Spanish and Portuguese Studies, University
of Florida, Gainesville

SUMMARY
Fredric Field?s ?Bilingualism in the USA? examines some of the social, cultural,
and linguistic consequences that stem from language contact in the United
States. Although the focus is clearly on Spanish-English bilingualism (taking
the Chicano-Latino community of Southern California as a case study), many other
languages exist in a similarly uneven sociolinguistic environment across the
country (see e.g. Potowski 2010) and outside the United States (see e.g. Extra &
Gorter 2001), thus rendering the concepts and ideas presented throughout the
book transferable to other contexts and/or language pairings.

In aiming to provide the reader with an informed view of language diversity and
bilingualism, the author has put together eight chapters that build upon
previous work and discuss general issues related to language development and
ultimate attainment in bilingual contexts (e.g. age and second language
acquisition) as well as other more specific concepts and definitions associated
with language contact phenomena (e.g. diglossia, codeswitching, borrowing) and
educational issues (e.g. (il)literacy). These chapters are divided into two main
parts. Part I (chapters 1-4) is theory-oriented and serves as an introduction to
language-contact studies. Taking a more applied approach, part II (chapters 5-8)
focuses on (mainstream) American attitudes towards language diversity and how
these attitudes have come about to shape various domains of current US societal
bilingualism (e.g. language policy, bilingual education).

The first chapter explores bi-/multilingualism in general terms and how it comes
to be. In doing so, the author introduces the goals, purposes, and rationales
behind-language-contact studies. Within the specific US context, it is not
surprising that the focus is on the Hispanic/Latino population and the Spanish
language since approximately 16% of the people that reside in the US are of
Hispanic or Latino origin (US Census Briefs 2010).

In chapter 2, the author examines the complex and multi-layered process of
language acquisition focusing on bi-/multilingual situations which ? though not
necessarily true in the case of mainstream US society ? are the norm in most of
the world. Before discussing some of the social and linguistic outcomes that
stem from this process in the remaining chapters, Field familiarizes the reader
with a few basic concepts related mainly to (i) developmental issues in language
acquisition (e.g. age, first language acquisition, second language acquisition);
(ii) types of bilingualism (e.g. sequential, simultaneous, etc.); and (iii)
types of bilingual families (e.g. one parent ? one language, one language ?
one environment, etc.) and the resulting types of bilingual individuals (e.g.
balanced, passive, etc.).

In Chapter 3, the author discusses a variety of phenomena that take place in
typical contact language situations. In this context, particular attention is
given to two main issues related to the asymmetrical relationship that exists
between the languages involved: namely (i) issues related to language
maintenance and shift of the minority language, and (ii) the linguistic
strategies that are available to bilingual speakers (e.g. intra- and
intersentential code-switching, lexical borrowing, etc.).

Chicano English, as a non-standard minority dialect spoken mainly in the
Southwest of the United States, takes center stage in chapter 4. Here, the
author describes the most representative linguistic properties of this dialect,
accentuating the specific features that make up the Chicano identity: the
pronunciation, the lexicon, and the syntax (e.g. word order). This (linguistic)
identity, though valid in its own right, is stigmatized and marginalized by
mainstream American monolingualism and monoculturalism, an issue the author
further expands on in the second part of the book, as it certainly has an
important impact on many related aspects of this community (e.g. social,
cultural, educational).

Chapter 5 offers a comprehensive discussion of mainstream American attitudes
towards bi/multilingualism in general and the use of (Chicano) Spanish in the
Southwest in particular. Though this review focuses on today?s attitudes, the
author guides the reader through a diachronic survey of critical social,
economic, and educational factors. Combined, these factors best explain the
negative effects on today?s attitudes towards the above-mentioned dialect and, by
extension, towards the speakers that make up the Chicano-Latino speech community.

The focus in chapter 6 is on bilingual education in the US (see Baker 2011 and
references therein for more information), a topic that has motivated a
significant number of educational and political debates (e.g. the English Only
Movement). Field?s research-informed view argues against such unsupported
language policies and promotes a view of (bilingual) education, grounded in an
understanding of both pedagogical implications as well as the community?s needs.

Likewise, chapter 7 addresses a variety of general misunderstandings about
literacy and education as they relate to language and bilingualism. In an effort
to shed some light on these misconceptions, the author discusses a variety of
(counter) intuitive ideas as well as previous studies and their findings. Some
of these fallacies include the unlikely connection between education and
cognition or the idea that literacy only counts if it is in (standard) English.

The eighth and final chapter highlights the socio-economic and educative needs
of the Chicano-Latino community in Southern California. After an initial
demographic description, Field expands on the learning experience of
Chicano-Latino students, focusing on their academic achievement (or lack
thereof). This concern is supported with a discussion of data that unequivocally
shows a trend of generalized poor performance across the Latino student
population in the state of California?s public school system. By the end of the
chapter Field identifies ways to improve current schooling practices (e.g.
readjustment of preconceived notions about the students? home language and
culture).

EVALUATION
?Bilingualism in the USA? constitutes a significant contribution to the
development of scholarship and research in areas related to bilingualism and
bilingual education. It successfully provides an informed response to some
long-held popular misunderstandings about language diversity in the United
States, taking the Chicano-Latino community in Southern California as a case study.

Throughout, the author promotes a view in which innovative linguistic forms are
part of the normal course of grammatical development among bilingual individuals
living in language contact environments. This has obvious implications for
issues related to minority language maintenance in the United States where the
number of immigrants is not expected to decrease.? But it does much more than
that: its most significant contribution can be found in the last 3 chapters
where the author highlights how such an open view towards language diversity can
and should be applied to other areas of our everyday lives (e.g. social,
cultural, economic, educational). The last chapter is of particular interest
(especially for (prospective) teachers and administrators) as it spells out the
current difficulties that the educational system faces when dealing with
(Chicano-Latino) bilingual students in Southern California.

The intended audience for this book is advanced undergraduate and graduate
students interested in the broad areas of bilingualism and bilingual education.
Because each chapter ends with a series of subsections that promote discussion
and critical thinking (activities, topics for discussion & practice essay
questions), it would be fairly easy to adopt it as a textbook for a variety of
university courses (e.g. Spanish in the US). It would also be an easy read for
any non-specialist (e.g. current teachers as well as those considering teaching
as a profession) curious enough about language and language diversity since, in
spite of the jargon, the author has successfully simplified a topic that is very
complex while still treating it in a serious manner.

Unfortunately, this book is not flawless. In a close reading, one cannot help
but notice a couple of issues. First, many of the references cited are somewhat
outdated and bring up work that, in spite of being relevant, dates from the
1990?s and early 2000?s. For example, when discussing codeswitching as one of
several bilingual phenomena (chapter 3), the author makes reference to very
prominent work in the field (e.g. Gumperz 1982; Myers-Scotton 1993; Zentella
1997) but does not mention other more recent publications (see e.g. Bullock &
Toribio 2009 and references therein; Toribio 2011 and references therein). The
book would benefit greatly from including some of the most recent work so as to
represent more faithfully the current state of affairs in the field. Also, even
if the information presented throughout is by and large accurate, it lacks a
certain level of detail, though this is not necessarily a problem considering
its intended audience. Despite such matters, ?Bilingualism in the USA? is a
welcome contribution to the field.

Isaac nears hurricane strength as it lashes Haiti

Those considered most vulnerable were urged to move into an evacuation camp housed in a school building, but others with nowhere else to go were digging trenches to avoid the water. Haiti's population remains especially vulnerable due to the country's sprawling shanty towns. NBC's Mark Potter reports.

By NBC News staff and wire services

Tropical Storm Isaac strengthened as it dumped heavy rains on Haiti on Saturday, threatening floods and mudslides in a country where hundreds of thousands of people remain homeless more than two years after a devastating earthquake.

Lashing rains and high winds were reported along parts of Haiti's southern coast and in the Haitian capital of Port-au-Prince, where more than 350,000 survivors of the 2010 earthquake are still living in fragile tent and tarpaulin camps.

Intermittent power outages affected the greater Port-au-Prince area in the early hours of Saturday as Isaac bore down on the impoverished Caribbean country.

The U.S. National Hurricane Center said at 2 a.m. ET that Isaac was 55 miles southwest of Port au Prince and moving northwest at 13 mph.

It had maximum sustained winds of 70 mph, the NHC added.

Its center was expected to pass over Haiti's southern coast early Saturday. The NHC warned there was a possibility Isaac could reach hurricane intensity before making landfall in Haiti.

'Life-threatening flash floods'
The Weather Channel reported that bands of heavy rain triggered flooding in Puerto Rico through Friday, even with Isaac's center well to the southwest. A bridge collapse and mudslide was reported early Friday. Power outages were also reported. The U.S. Virgin Islands were also affected.

The Weather Channel said heavy rainbands on the cyclone's eastern flank were expected to continue to hammer Haiti and the Dominican Republic. ?

Follow Isaac's path with our storm tracker

Storm total rainfall of 8 to 12 inches is possible, with up to 20 inches locally, The Weather Channel said. Additionally, 4- to 8-inches of rainfall, with isolated incidents of 12 inches, was possible in Jamaica. ?

"Life-threatening flash floods and mudslides will likely result from that amount of rain," it warned.

Aid workers prep Haiti's tent city residents for Isaac's onlsaught

Isaac's march across the Caribbean comes as U.S. Republicans prepare to gather in Tampa, on Florida's central Gulf Coast, for Monday's start of their national convention ahead of the November presidential election.

The convention is still expected to proceed as planned but Gulf of Mexico operators began shutting down offshore oil and gas rigs on Friday ahead of the storm.

But the biggest immediate concern was heavily deforested Haiti.

With nearly 400,000 people still living in evacuation tents, a hurricane or even a tropical storm could lead to deaths and more damage to the already fragile country. NBC's Mark Potter reports.

On Friday, the government and aid groups evacuated thousands of tent camp dwellers but many Haitians chose to remain in their flimsy, makeshift homes, apparently out of fear they will be robbed, said Bradley Mellicker, head of disaster management for the International Organization for Migration (IOM).

"There's a lot of people who are resisting because they are scared of losing what little they have now," Mellicker said.

Churches, schools are shelters
About 3,000 volunteers from the government's Civil Protection office were dispatched across Haiti, warning people about flood and landslide risks, and about 1,250 shelters -- schools, churches or other community buildings -- that have opened their doors to house people seeking refuge from the storm.

But Red Cross officials said the number of shelters could be grossly inadequate and Prime Minister Laurent Lamothe acknowledged Haiti had "limited means" to ensure public safety.

Red Cross and IOM representatives joined government officials in trying to evacuate 8,000 of the "most vulnerable people," including 2,500 sick and disabled, from 18 tent camps in low-lying coastal areas of Port-au-Prince.

Many Haitians, most of whom scrape by on less than $1 per day, consider disaster an inevitable part of life in the poorest country in the Americas.

"We live under tents. If there's too much rain and wind, water comes in. There's nothing we can do," said Nicholas Absolouis, an unemployed 34-year-old mechanic at one camp for homeless people on the northern edge of the chaotic capital.

"There are still too many people living in the camps. There's a good chance that those might be destroyed with the passage of the cyclone," said France Hurtubise of the International Federation of Red Cross and Red Crescent Societies in Haiti.

Flooding could also help reignite a cholera epidemic, which has killed more than 7,500 people in Haiti since the disease first appeared in October 2010, foreign aid workers said.

Could hit New Orleans
On its current path, forecasters said Isaac would hit Cuba and the southern tip of Florida before making landfall anywhere from the Florida Panhandle in the northwestern part of the state to Alabama and as far west as New Orleans.

A tropical storm warning was issued for the entire coast of south Florida on Friday, and a hurricane warning also went into effect in the Florida Keys.

Party leaders are going ahead with their plans to host the Republican Convention in Florida, but GOP and Tampa officials have not ruled out the possibility of postponing the event if the storm poses a public safety risk. ?NBC's Kerry Sanders reports.

Isaac has drawn especially close scrutiny because of the Republican Party's convention, a four-day meeting during which former Massachusetts Governor Mitt Romney will receive the party's presidential nomination.

Party officials insist the convention will go ahead, even if they have to alter the schedule. But NHC meteorologist Rick Danielson said Tampa could potentially be hit by coastal flooding and driving winds or rain.

"There is still a full range of possible impacts on Tampa at this point," he said.

Danielson said it was very hard to project intensity before Isaac passes over mountainous Cuba on Saturday and Sunday and enters the Florida Straits. But the Florida Keys, the island chain off the southernmost part of the state, were definitely in harm's way.

Schools to start on time; union won?t file strike notice today

Chicago Teachers Union officials will not file a 10-day intent-to-strike notice Friday or Saturday, clearing the runway for Chicago Public Schools to start on time Sep. 4, officials said Friday.

Such a notice would have to be filed by Saturday for the union to preserve its right to strike on the opening day of classes for most students in the nation?s third-largest school system. The notice allows the union to strike anytime after a 10-day heads-up to CPS officials.

?We are not serving a 10-day notice today or tomorrow,? the CTU?s attorney, Robert Bloch, told the Chicago Sun-Times. ?The

bargaining process is ongoing. At this point, there?s no reason to serve that notice and commence that process.?

But issuing that notice, and commencing a strike, is still possible after classes begin, Bloch said. Asked if the union viewed the threat of a strike coming after schools opened as more disruptive strategically, Bloch said, ?The union?s objective is to get a contract, not to create a disruption.?

Chicago Public Schools Chief Executive Officer Jean-Claude Brizard sought to find common ground between the sides in a statement he issued Friday.

?The Chicago Teachers Union and the school district agree: school must and will start on time with the full school day on Sept. 4, just as school started on time for Track E students on August 13,? Brizard said in the statement. ?Just as our teachers and 140,000 students are already working hard at their desks, we will continue to work hard at the bargaining table to ensure that every student will be able to stay in the classroom every single day of this school year.?

To kick off what would be Chicago?s first teacher strike since 1987, Lewis must issue a 10-day notice and members of the union?s House of Delegates must set a strike date ? something they could theoretically do at their next meeting on Thursday.

CTU President Karen Lewis told reporters Wednesday, hours before the House of Delegates gave her the sole authority to issue a 10-day notice at her discretion, that the parties remained far apart on key issues including pay and extra raises tied to experience and credentials.

A seemingly promising 11th-hour longer-day deal that preserved Mayor Rahm Emanuel?s signature longer-day initiative, she said, was a bust so far, and being executed ?haphazardly? ? a statement that took some district officials by surprise.

Teachers union officials revealed their decision to hold off on a 10-day notice after being informed that Emanuel?s office was bringing in new people to join bargaining sessions that have languished since November.

A fact-finder who was unable to resolve the dispute in July called the relationship between the two sides ?toxic.?

Bloch said the parties plan to meet Friday, over the weekend, and ?regularly if not daily from here on out.?

The Chicago Sun-Times reported Friday that Emanuel?s office plans to become much more personally involved in the labor negotiations, but Lewis on Friday questioned whether that would be effective.

She made the comments while she and CTU officers passed out leaflets to the public at the 95th Street stop on the CTA Red Line.

A look at RIM's much-delayed BlackBerry 10

Research In Motion has begun showing its new much-delayed BlackBerry smartphones to wireless carriers around the world, but the struggling company remains "months and months" away from starting to sell them. RIM previously announced delays to its upcoming BlackBerry 10 system, which the company considers crucial to its future. It's expected in the first quarter of next year, rather than late this year. The delay means the phones will miss the holiday shopping season and come months after the expected launch of a new iPhone. The delay could make it even harder for RIM to regain market share lost to Apple's iPhone and devices running Google's Android operating software.

Here's a look at developments surrounding the BlackBerry 10 in recent months:

Oct. 18, 2011: RIM unveils a new operating system, combining existing BlackBerry elements with RIM's previously announced QNX operating system for phones and tablet computers. RIM gives few details and offers no timetable, though analysts come to expect it in early 2012.

Dec. 6: RIM says "BlackBerry 10" will be the new name for its next-generation system after the company loses a trademark ruling on its previous name, BBX.

Dec. 15: RIM says new phones running BlackBerry 10 won't be out until late 2012. The company says the phones will need a highly integrated chipset that won't be available until mid-2012, so the company can now expect the new phones to ship late in the year.

May 1: RIM unveils a newly designed smartphone prototype powered by BlackBerry 10. The prototype BlackBerry has a touch screen, but no physical keyboard like most BlackBerry models. No update was given on the new system's launch date.

May 2: Company stresses that while the prototype has no physical keyboard, RIM will continue to make some models with one.

June 21: Company says the first BlackBerry device running BlackBerry 10 will not have a physical keyboard, only a touch-screen one. Ones with hard keyboards will eventually be made, but the company declines to say when.

June 28: RIM says it's delaying the launch of BlackBerry 10 yet again, to the first quarter of next year. CEO Thorsten Heins says RIM's top priority is a successful launch of the new BlackBerrys. He adds, "I will not deliver a product to the market that is not ready to meet the needs of our customers. There will be no compromise on this issue."

July 10: At its annual shareholders meeting, Heins asks disgruntled investors for patience as it develops BlackBerry 10. He says the product's quality is more important than rushing out the software, and he argues that some telecom carriers prefer a 2013 launch because next-generation wireless networks will be more widely operational by then.

Thursday: RIM says it has begun showing its new BlackBerry smartphones to wireless carriers around the world, but it remains "months and months" away from starting to sell them. The company says feedback from those carriers has been positive, and it will begin to discuss product launches and other business aspects with the carriers soon.
